Through vision, leadership, and service, the Regional Arts & Culture Council (RACC) works to integrate arts and culture in all aspects of community life.

Historic Old Town Chinatown is Portland’s oldest neighborhood. Today, Old Town includes both the Skidmore Historic District as well as the Historic Japantown New Chinatown District.
